New migrant caravan heads for Mexico City to speed up legal route to US
Thousands of migrants, detained for months in southern Mexico, formed a new caravan in protest on Sunday to head for the capital to speed up their applications for U.S. asylum.
The migrants, mostly Venezuelans, started their march north early in Tapachula, the city bordering Guatemala whose detention centres have been overwhelmed by their vast numbers. Some said they expected to reach Mexico City in about 10 days.
Fleeing violence and poverty in Central America, thousands of migrants walk together for safety to Mexico each year, crossing several states in hopes of finding a legal route into the United States.
The new caravan has about 3,000 migrants, some from China and other Asian countries, Tapachula authorities estimated.

Judge says Mexico City law denies right to free speech and protest
A federal judge in Mexico recently questioned a Mexico City statute that supposedly protects a citizen's right to free movement. However, the local law says that 48-hour notice on marches must be given and stipulates that major thoroughfares may not be used for demonstrations. The judge ruled that three articles of the law deny people's constitutional rights. Activists hope that this decision will remind other state and local governments that the rights to free speech, movement, assembly and protest are guaranteed by the Constitution of Mexico. Mexico: General Water Law sparks controversy
Demonstrations were held yesterday in Mexico City against the proposed General Water Law, promoted by the ruling Institutional Revolutionary Party. The measure would privatize the water management and distribution. Critics charge that the law would make the scarce resource less available to working class communities. Mounting public pressure has forced a postponement of the vote in the Chamber of Deputies. STORYLINE
The Mexican Supreme Court ruled on Thursday that a law allowing same-sex marriages in Mexico City is constitutional, rejecting an appeal by federal prosecutors who argued it violated the charter's guarantees to protect the family.
The justices' 8-2 ruling handed a legal victory to hundreds of same-sex couples who have been married in Mexico's capital since the ground breaking law took effect March 4.
It was the first such legislation in Latin America, when it was approved six months ago.
The justices have not yet determined the scope of their 8-2 ruling, however, saying they still need to decide whether it will affect states outside of the capital.
The court must also still rule on the constitutionality of a provision of the Mexico City law that lets same-sex couples adopt children.
It is expected to address that issue on Monday.
Justices who voted on the majority side stressed that while Mexico's constitution enshrines protection for families, it does not define what a "family" is.
"It does not appear to me to be unconstitutional," Justice Jose Gudino said during Thursday's session.
President of Supreme Court, Justice Guillermo Ortiz, who argued against the law, said that "no compromises can be made against what the institution of marriage dictates, which is, at its essence, the procreation of the species, and the lasting union of the parents."
But another judge, Jose Fernando Franco, argued that "procreation is not an essential element of marriage."
Outside the court, supporters of same sex marriage reacted with jubilation to the news.
Meanwhile, Reverend Hugo Valdemar, the spokesman for Mexico City's Roman Catholic Archdiocese, said the archdiocese regretted the ruling because "it affects the fundamental nucleus of the family."
Federal prosecutors had cited an article in Mexico's constitution that suggests, but does not state, that families are constituted by men, women and children.
The article states: "Men and women are equal before the law. This protects the organisation and development of the family."
The justices who voted to uphold the law differed in their reasons why: Some stressed the constitution's protection of an individual's right to choose a marriage partner, and others the right of local legislatures to enact laws governing the issue.
Justice Luis Aguilar Morales argued against framing the ruling around the individual rights issue, something that might force other states to adopt similar measures.
Mexico City remains the only city in Mexico with a similar law.
